Based on the DAM Module - User Experience Research discovery work the following business problem, business opportunities and technical problems were identified.

(1) LG Road Managers lack systems tailored to heavy vehicle related asset data management

Many Local Governments need assistance to manage road asset data related to heavy vehicles because they do not have asset information management systems specifically tailored to heavy vehicle related asset data management.

NHVR to work with road managers to identify pinch points in their network, NHVR to consolidate this information into their Portal and Mapping tools.



For Local Government Road Managers who manage ageing bridge and culvert infrastructure and are assessing heavy vehicle access consents the provision of an asset assessment data management solution is a service that delivers smart forms to add/update/manage/archive data unlike not having this data or not having it structured and linked appropriately our solution will ensure asset assessment data is linked spatially and to reference heavy vehicles so that it can be effectively used to inform Road Manager consent, Operator route planning, and infrastructure investment.

The collection and storage of key asset data via a national database, will assist Road Managers to better manage their assets more accurately to make better informed decisions on heavy vehicle consent and support future funding decisions for asset investment.

(2) Need for a national data schema for capturing and managing heavy vehicle related structure asset assessment information

Lack of a national data schema for capturing and managing heavy vehicle related structure asset assessment information so that it can be effectively used to analyse and manage freight routes and networks spanning Road Manager boundaries.

Structure asset assessments are not being captured into an asset information database which would enable efficient reuse and contribute towards a national picture of heavy vehicle related road asset data.



The data fields about the asset will need to include the fields required to inform the Bridge Rapid Assessment Tool (see problem 6).

Reference vehicles used at Tier 2 can be captured in source assessment documents but not required for Bridge Rapid Assessment Tool calculation.


(3) Operators have limited access to key asset assessment data to inform route planning decisions prior to submitting an application

Heavy Vehicle Operator’s can make informed decisions at the stage of route planning if they have access to

(5) Need for national guidelines describing how to use asset assessment data to make safe and productive access consent decisions

Within the context of aging bridge and culvert infrastructure Road Managers lack asset assessment data and a risk based decision making framework to effectively manage this infrastructure at increased load limits and thereby approve consent for higher vehicle masses with greater flexibility in truck configurations.



Provide a risk based decision making framework describing how to use asset assessment data to make safe and productive access consent decisions.


LG Toolkit will assist use of asset assessment data to make consent decisions.

(6) Need for a standard methodology for Tier 1 structure assessments based on a consistent set of assumptions / variables

Lack of a standard methodology for Tier 1 structure assessments based on a consistent set of assumptions / variables.  This results in different assessments for potentially identical structures and reference vehicles, and a lack of consistency/transparency for all stakeholders to understand why assets are restricted.



As part of the PBS Initiative desktop bridge engineering assessment functionality will be built into the NHVR Portal.  There is an opportunity to extend this feature to support Tier 1 structure assessments.

The 'Bridge Rapid Assessment Tool' provides the ability to use the Tier 2 bridge capability metrics for a group of reference vehicles to automatically assess application vehicles at a Tier 1 level.

(7) Need to remove barriers / disincentives to sharing and reusing asset assessments

For example, Heavy Vehicle Operator’s maybe required to get assessments done on road instructure to provide Road Managers with the required information to make informed consent decisions relating to heavy vehicle access. Where Heavy Vehicle Operator’s are required to pay for the assessment they will be unlikely to want to share the assessment for the benefit of potential competitors.

(3) Opportunity to automate GIS layer updates


For the NHVR Analytics team who update GIS layers the automation of GIS layer updates is a function that reduces resource effort to maintain all layers unlike the existing manual processes our solution will improve the quantity, quality and currency of the information available in all existing layers.


(4) Opportunity to provide route planning tools based on asset assessment data

Opportunity to provide what-if analysis tools for OSOM Operators with large fleets to identify different configurations available against key freight routes.

Tier 1 - desktop analysis using '2D' version of bridge based on bridge design loading reference model; min passes but max fails;
